No, Eomer didn't teach him to ride, though he had Frodo riding with him a few times. OaHaaK was as much h/c as anything, and one of its main themes was Frodo's struggle with PTSD, and how Eomer helped him find a way of dealing with it, and he and his men learned a lot about mercy and forebearance from Frodo and Sam along the way.
